If some one is living on permanent family visa (dependent visa), gets job offer, job offer accepted. Can one transfer that permanent family visa to work visa while staying in KSA? (I heard: one need to go outside of KSA and come back with a fresh work visa sponsored by the new employer)

The family member has to leave the kingdom on a final exit. And then come back on a new visa sponsored by the new company/kafeel/job provider.
