Family Permit for the UK

Hi there, I was wondering if you could help me with a question.

I am South African, my sister has a Family Permit for the UK and is currently residing there with her partner. I, age 28, and my mother, Age 67, would like to relocate to the UK to live with my sister and her partner.

1. Is it possible for my mother and I to apply for the Family Permit for the UK and a Holiday Visa simultaneously then enter the UK using the Holiday Visa while waiting for the Family Permit to be approved?

2. How long will the Holiday Visa be for? I heard it was for 6 months.
3. How long does the Family Permit take to be approved? I have read anything from 4 hours to 6 months.
