Do you plan to move to Valencia??
Well Valencia is cheaper then Barcelona or Madrid. I am living in Valencia for more then 7 years.
The rents depend on the area (center, beach, village) and the size. ( is it a room or apartment or house)
The same about food and clothes. Can you specify the question? I am sure I can help you

Well, it also depends where you come from. I am from Greece, new to Valencia and it seems cheaper than Athens in food/super market for sure. Rents are about the same. Electrical appliances the same, clothes havent looked yet (i am 5 days here! ).
