Telephone in kyrgyzstan is quiet simple. All operators give you a large modularity of options.
The easiest way is to get a sim card for your mobile phone. Most of people here are using mobiles.
The sim card is free and you can recharge your prepaid card everywhere like shopping centers, supermarket.... by using a prepaid cash machine point dedicated for this... so simple!!!

If you give a call to the same operator the call is free 24/7.
The monthly budget is approximately between 600 to 800 som, means around 9 to 12 euros per month.
The landline is not so interesting because of internet call, mobile phone which can offer a lot of possibilities (3G, 4G....). The WiFi is everywhere in any bars, restaurants ... for free!!!!
