Phones, mobile phones and internet are easy to get installed or buy in. there are some operators and ISPs here in maldives ,mainly Ooredo, Wataniya, Dhiraagu.
in my personal experience dhiragu (national flag carrier) so far is best in terms of services and reception.
budget depends on you, normaly can say 400 to 500 MVR is enough if you are not dialing intl calls and your data usage is with in 3 GB a month
