Mobile lines for Asiacell and Korek Telecom available from Big bazar in Mawlyawi street and many other places. To get sim card need passport copy, Icama (local document - plastic card - of temporary residence), and 2 photo 2x3 cm.
Internal calls is not expensive but calling abroad will cost much (depends on country).
Do not dream about land-line phone.
