Hello ,
to have a landline is so easy u just go to the company and ask for it and it take up to 7 working days and its not expensive ,
we have to mobile operator Jawwal and Watanya normally the sim card cost 10 shackles and they are and u can fill them the amount you want (prepaid) + the Israeli operators but the signal will be not that good
the budget is depend on what u need , worldwide calls , internet , land calls , mobile calls ....depend how u want to use it ,
