what you really need is a good lawyer who understands not only maltese law but EU legislation and who has a wealth of common sense that he can express in such a way as the judiciary here can understand and accept as being morally correct.
easier said than done - especially in the field of landlord tenant disputes
maybe you should consider joining a couple of the support groups on facebook - "up in arms" and the "malta tenant support" groups
