It would be best to ask a car hire company about this because they will probably want to know your plans for drop off as well. The border is a bit tricky as vehicle and passengers are processed separately as there are tolls to be paid, so the car hirer may have to be licenced in a special away for cross-border hires.

Usually no! It is a whole heap of paperwork anyway most hire companies will avoid the hassle. You simply cannot hire a car either way and drive into other country.
