I will be working on business visa in Riyadh. I'm wondering if this allows me to open an account in USD in a bank in Riyadh and be able to make transfers to overseas accounts? If yes, could you please advise the best bank for such services.
If this is not possible, please let me know what solutions are there for expats working on business visas.

You cant work on a business visa, and if caught working you will be jailed and fined and deported. KSA is very strict on this policy, especially recently.
Also your employer is trying to seek the easy and cheap way out by offering a business visa instead of iqama. If you work on a business visa you will have no rights to make claims from your employers, in case they dont pay you. Oh yes and theres jailtime.
You also cannot open a bank account or do financial transactions on a business visa.
Business visa means to visit KSA to meet with business partners, or look for work etc, not employment.
If you plan to work here, I would suggest to seek an iqama and work visa.
