Thats right - no more visa's on arrival. As of the 1st July 2015, you must create an e-citixen account (search Kenya e-citizen). For a single entry, or transit visa, this involves uploading a passport photo and scan of your passport to the site. Visa applications are made and paid for in advance of travel. Once your application is accepted, an e-mail is sent to you and you must present this on arrival.
The old system, where a visa can be obtained on arrival will be withdrawn on 2nd September 2015, I believe.
