Does Vietnam have Retirement Visas available for foreigners, similar to Thailand? Investment or Business visas? If not, how to foreigners stay more or less permanently there (besides marriage to Vietnamese)? Please advise, thanks.

No retirement visa 
You may get a 5 year visa if you are an investor.
Spouses married to Vietnamese citizens get a 1 year visa as per the new rule.

Update Charma, Spouses/dependants of VN's can get 3 yr TRC's now.or 12 month TT visa.

But did you mean: "Be family member of those who were granted with Vietnam temporary or permanent residence card"? I thought that's for the TRC holder's family members or spouses. Can you send the new rule link?
