Car hire law changes?

Hi I caught a piece of information regards "car hire" that changed this week, on UK driving licences the paper counterpart will no longer be used as proof of licence type or penalty points or convictions?
Apparently if anyone wishes to hire a car from the UK abroad you will need to contact the DVLA and obtain a personal code that you can then download and print this will show your licence details, this code is supposedly a one off use code and lasts only three days once activated, I only heard this on a radio debate show so please look into this for peace of mind, it may be worth taking the paper counterpart with you just as back up, it can be stressful enough best to be clued up before you travel?

To my knowledge that only applies to UK residents renting in the UK
I don't think Bulgarian authorities or any other country don't care about DVLA or any other organization abroad.
