You can only get 4 weeks insurance for a UK plated car here, theoretically whilst you undergo the tortuous & expensive job of replacing your UK plates with Romanian ones.
The only solution is to keep the UK plates & find a UK insurance company which issues a green card with no strings attached as long as you have a UK address you can use. You can then drive on UK plates in Romania.
