Welcome to the forum. Have you been to the DR before? What kind of business do you want to start???
The costs can get very expensive between fees, permits, Tax numbers, residency, cedula, Not to mention hard costs (rent, supplies, etc) and don't forget the LAWYEERS. If you don't speak Spanish just add $$$$$ to the costs.
Hopefully Planner will be along to add her expertise as she has helped businesses here get off the ground

A basic incorporation will run you about US 1500 or so. Make sure to use a reputable lawyer for this stuff. AND make sure the business type matches your needs.
Now that part is just the first step. So much more to do depending on the type of business you are setting up.
