1. internet - example is Workabroad- Philippines wherein mostly the agencies are legally registered in the Philippines Overseas Employment Administration.

2.personal recommendations if you have friends inside Europe that knows a hiring company willing to import employees with specific skills that you may qualify


Just keep in mind to always be cautious and check the legitimacy of every offer before you take one. And while searching for employers set aside some time to research on the paper works on visa processing on your target country.
