Need some information

Hello everybody here.
A friend of mine is in Bucharest in a flat for few days. He is in a difficult situation as people don't speak English and he has been going hungry without  halal food.....He has talked for hours to people, but in vain. He knows nothing about europe....so if anybody can provide information about suitable for vegetarian food and some basic sentences to help him during his stay.

Which neighbour is he staying in?

He could use trip advisor to find middle eastern restaurant (there are plenty of Turkish and Lebanese restaurant which should serve halal meat). The same site could lead him to some vegetarian restaurants.

He is single and can't cook.

Those should serve halal food. They should be able to understand him - most younger people know enough English. Or he could try asking 'carnea este halal?', or just stick to vegetable dishes to be sure.

Can he read??? Damn, pick up a book or look on a cooking/recipe website and go to the market.....come home and make something to eat. I can't believe people can't satisfy their own basic human necessities.
