Relocating my business to botswana.

Good morning All
I have a few questions regarding the relocation of my manufacturing concern to Botswana. I currently own a rubber moulding company in South Africa and with doing extensive research I have found that rubber products seem a big import for Botswana. I have tried emailing a few government department but my mails get returned as undelivered.
what I would like to know is'
> will I be able to get start up capital from the government or the banks in Botswana?
>  how expensive is industrial Properties in Botswana?
> does Botswana have BEE policies like south Africa?
