I heard that local engineers who working at public institutions earn between 160 - 1000 Manat per month and I have been thinking about how they can live with that for a month. Foreign companies pay more.

Depend on what kind of engineer, at what company and with witch qualifications? Generally it varies between 300-5000 usd.
