its true that goverment Oman not allowed / banned poeple used skype or facetime ? if its true ..can someone give me suggestion how to contact family far away from you without skype or facetime ? any alternative used video live/cam face to face online ?

Yes, it is true. While these channels are officially banned, there are many other VoIP options available.

Almost all smartphones can now be connected to any of the many VoIP accounts.

Talking / connecting with your folks back home is not really an issue in this time and age.

Casually inquire with some mobile shop around where you live and they will guide you.
