I am Mandeep from Bikaner,India. I have 12 years of developing and managing many websites and web applications. These websites has been developed using opensource technology like php mysql, jquery wordpress joomla. From past two years, I have started a small developing company with 5 developers. I am also working as system analyst working from home for a US based company operational in Hawaii.
My Questions are :-
1. Can I apply for Professional Card for Belgium?
2. How and where in need to Apply?
3. Do I need any Agency to help me out to apply for this kind of visa?
4. How much time it take to get an Professional Card?
NOTE: My Brother and his wife are also working in Belgium. He went there through company.
Please guide me to move in to Belgium

AFAIK you do need a contract with a Belgian company first, only then you can apply either for type B or EU Blue Card. Here's the 1st condition in the link provided above:
"the employer must have entered into a permanent employment contract ─ permanent or of at least one year's duration ─ with the foreign worker"
I do not know if it helps if you have your brother and his wife already in Belgium.

First you should learn a bit French/Flemish or find help to fill in the forms.

If you are looking for a job, the path is completely different. Also, setting up a business here is not the best as the tax is high, and hiring also costs more. Do it only if you plan to target local clients.
