Building permission in Bulgaria

Please can anyone give me advice, I have bought agricultural land in Bulgaria, 2000square metres, vine yard , beautiful views over 5years ago , I had the money it was a spontaneous investment, I know want to decide what to do?
1; Get building permission
Does anyone know the rules ? Cost etc..
2; Sell it ( in my heart I don't want to)
3;Encourage investors
Just need some sensible and helpful advice.

I Would Contact a Registrated Bulgarian Lawyer, to insure all details will be done correctly, .

When it comes to investments, you better get your vision and idears down on paper, with as many details as possible, so an investor can see possible bennefits.

The lawyers don't have to be expensive, it is BG not GB :)

Getting a construction permission is not very easy for rural land. First you have to "regulate" the land and to change its "purpose", then you can proceed with construction permissions.

My advice, if you decide to build, is to find a construction company, take them on site and tell them what your plans are. In the process of negotiations they will explain the whole procedure to you in deep details, includingly the local specifics.

You can consult more then one construction company if you like / or constructions engineers.

By the way, if there's no electricity and water sypply close to your land, this could significantly increase your expences. Roads are also important.

I would appreciate a better attitude for the lawyers and generally for any specialist in Bulgaria. And I would tell you why:
1. In Great Britain I can not find easy a lawyer (not Bulgarian by origin) speaking my language. This is a great convenience for any foreign client, but it equals to an invested time, efforts and money. In most cases you will find amongst lawyers,  who are practicing  in Bulgaria that we have laguage proficiency in more than 1 foreign language.
2. The lawyers in Great Britain are with certain area of expertise and the clients are respecting that by spending their money by going to meet different lawyer for different kind of situation or problem. In Bulgaria most of the lawyers are capable of advising in more than one area and they are charging their clients as if they are advising in one area. Is that fair for you? Do you know what is the meaning of the word 'discrimination'?
Please keep in mind that we know what is the usual rate of our services in the different countries and it is our choice to treat you with respect and with fair price, because the client always has a right. One more thing if you have poor attitude towards the specialists that you address you will get poor service (by poor attitude I mean also expectations for lower rates based on the country standards of life). I have one more suggestion for you- try this attitude at your home country- the same demanding lower rate, I guess it would be a different kind of treatment towards you.
I hope I haven't offended anyone, but I feel offended each time I am reading such discriminating opinions.

I was not descriminating any Bulgarian or people from any country at all...
I was just using common sense.
It is well known that different countries, has different, costs in taxes, salaries etc for example, a Bulgarian news paper writes that salaries for magistrates in Supreme Court starts at 3.000 lev pr month, but if you don't speak Bulgarian, this same lawyer demands 10 times as much, now that's descrimination for both foreigners and their lawyers back at home who payes 60% in taxes and has far higher living costs outside Bulgaria.
I believe Bulgarian is just as cab able as all others in all sorts of work all after where you live in BG you can get Legal help from 20 lev - 200 lev and in the big cities they have hopeless prices because the lawyers there think they should match their salary with a lawyer from another country, that's not fair at all if they want British or Scandinavian salaries well then move to those countries.
