Exchanging your foreign Driving Licence

Any person holding a licence issued outside Malta and the European Union shall be entitled to drive in Malta for a period not exceeding twelve months from the date of his last entry into Malta.

That's exactly what I said, if you hold a licence issued within the EU  then you do not need to exchange it for a Maltese licence.
However come renewal time, rules in the original country of issue may require you to be a resident in that country to enable you to renew your licence.

Then you may need to exchange it for a Maltese licence.
