Hi there,
Not 100% sure BUT for non-italians the carta d'identità is only a valid, legal document within Italy anyway. So you would have to use your passport anyway to travel (even within Europe). Take your permesso di soggiorno with you as a confirmation of your address of residency. That should do. If you want to know more ask at the comune. They should be able to help you or at least give you a contact. Happy travels :-)
