Family not being allowed to come to Oman during job probation

Hi everyone,
So I have a question that I thought you guys might be able to help with. My husband has just been offered a job in Oman. He is due to start next year and he has just received a formal letter from HR informing him of his probational period (the usual three months) but also that he should not bring us (his family) to Oman until those three probational months are completed. We aren't living together because his current job is in Saudi Arabia. So is this normal procedure in Oman or atypical? Should I feel alarmed - I do a little bit. Has anyone else had this experience or know of anyone who has.
