Hello there,
I hope someone here knows the answer to my question. In order to get a police clearance from Cambodia, does one need to be a "resident" of Cambodia? Or any foreigner who is a resident of another country but has lived in Cambodia before can apply too?

I'm not sure why you need this document exactly. However, usually you can get this document from your country of origin. Therefore, get in touch with the Ministry of Justice of your country of origin. I don't know where you come from, but as a French citizen I asked mine onto the French Ministry of Justice's website and had it delivered at the French Embassy for free.
