Strange for a site of it's size, a top-10 visited website, not offer an English version. Your options are to use cut&paste with an online translator, or hire someone to guide you through the site.
I think I managed to register with my phone:
- reg.taobao.com/member/reg/fill_mobile.htm
Click on English on the right.
After you register successfully, it's back to Chinese!
