There is a bus that goes up and down the strip that you can use. Taxis are everywhere, but be careful and know where you are going. From the airport to the strip they should not put you on the freeway. If they do they are running up your cost.
Everything depends on where you are staying and what you want to do. If you want to stay on the strip use taxi and bus. If you are going off strip multiple times then rent a car. Keep in mind Oct. 31 being on a Friday means there will be numerous costume parties meaning all the clubs will be charging a bigger entry fee.
