Anyone familiar with the private health system? Do the physicians and medical specialists compare to those in Western Europe (UK, Germany, etc.) Or would one seek specialist care in another country in Europe? Do the university hospitals provide practicing specialist?

The answer is yes! Try the private system, is far better than the public one, starting from the beds and ending with the doctors and the nurses.
