Yes that's right, hope the new system is faster now. Mine took 45 days to processed

You can only apply by visiting the nearest Bahrain embassy.
You also need a sponsor from Bahrain, the following links have list of hotels who can sponsor you for your visit: https://www.evisa.gov.bh/VisaBhrSLEn.html
