I meant wich is better to have a certificate for example in TCM or a diploma?

A diploma in Singapore is the certificate given by a polytechnic school. Most technicians and similar professions require it. You need to check with MoM if your foreign diploma is recognised.
(Please note: In Singapore, a diploma is NOT a university degree!)
There is no standard for other certificates: Any organisation can issue something called certificate, and most foreign ones are not recognised (and thus have no value) in Singapore.
