I am planning to move to Montenegro on Temporary Resident Permit by registering a company from India and planning to start taxi business in Montenegro.

I don't know in which town do you want to start your own Taxi business but I think that there are limitations for the number of licences. The only way is to talk to someone who already has licence but that doesn't help you a lot.
You should talk to honorary consul Janice Darbari. She might introduce you to some people from our capital who are doing business with Indian companies.
