I'm sure that you can renew early as long you have a valid reason. And there's a period before passport expiration where you can apply for renewal (I think it is one month, but it may be three - someone please correct me if that's wrong).

Pakistani passport can not be renewed any more, one needs to apply for a new passport with a new passport number. If you have a valid visa on the older passport, it will be stapled along with the new passport and the visa/ permanent residence/ green card will still be useful.
Secondly, one can apply for a new passport if the old passport has 6 months or less for expiry.
