hi carla..
what u have in Norway is a residence permit... so technically, u are still a citizen of the Philippines 
u are holding a philippine passport and u can go in and out of philippines anytime u wish to... so that also means u cant go to Non-schengen countries (like UK for example) without a valid visa, just like any Filipino cant....
