I have a long transit at Sao Paulo airport. I do not have VISA to Brazil. I am a Nepalese citizen. Can I get VISA at airport and if so Can I make city tour in public buses or any cheap city tour package.

You must have a visa to enter Brazil. In fact, you can't even leave the transit area of the airport unless you have at the very minimum a Transit Visa. A Transit Visa allows a single entry of up to 10 days.
If you wish to remain longer than that you would require a VITUR Tourist Visa
