Try Ayosdito and Sulit.ph for listings on housing. It will give you a general idea of costs. Tagaytay is a little pricy for a nice home compared to other places in Luzon, but a little cooler. 

Can't speak to schools and putting 100k US in a Philippines bank may not be a great idea.  The Phil government insures deposits up to 500k pesos only.

If you have the money try Tagaytay Highlands. Very exclusive with private golf courses, recreation, a variety of members only restaurants and great views.

Areas close to Tagaytay (within minutes), are a little less expensive and still higher in elevation and cooler while still close enough for public transportation and access to markets, hospitals, etc.

Areas like Mendez, Amadeo, Indang and Silang. While you may not find exactly what you are looking for in the online listings, you may find a nice place to rent first and then explore the area and find your perfect place. Many homes for rent and for sale simply have a sign out front.

Yes using CAPITALS is bad form, but if you are poor sighted I will let you off JUST THIS ONCE!! :)

You may find Tagaytay a little pricey rent wise. Nice area and good for schools and I concur with [most] of the other comments here on EB. Certainly the Peso has weakened against USD and other major currencies, so retaining USD offshore would be wise. Irrespective of where you hold the USD bank interest rates are going to be poor. If 100K USD is your only source of income then that would be worrying with children to educate etc, but it may be you have additional regular income, which will be necessary.

Tagatay Highlands is 'exclusive' [ish] with some members only venues, but if you are on a modest budget you will find yourself living hand to mouth there. Costs for schools range from 400,000PHP per year upwards to 2M depending on the establishment. I would also 'guesstimate' that as a family you would need about 2000 USD per month to cover food, medical, electricity, internet and travel. Yes you could survive on less, but much depends on if you wish to live comfortably or like a gypsy?

A modest provincial town away from the more 'glamorous' coastlines will of course be cheaper, but access to good schools will be trickier. These provinces may be more affordable, but you mention "paradise"? Well, Filipino people are lovely, but if you are on a tight budget - paradise comes at a high price here!

School children here seem to grow up very well and are [in the main] very God fearing and polite.Teenagers will ALWAYS be teenagers, but away from 'sex drugs & rock n roll' they are pretty good. If you wish for your children to grow up speaking good English and be relatively "Westernised" then the Catholic/Christian culture of the Philippines provides a good grounding for children in readiness for working overseas? There are more Filipinos working abroad than any other Asian country and for good reason. It's not just about poverty and sending money back home - as a people, international companies WANT Filipinos for the very fact that they ARE more westernised than, say Thai's etc. Growing up here your children stand a good chance of being very employable abroad etc.. OK, any country with great schools can produce employable students - but 'culturally' Filipinos posses naturally admirable qualities employers seek.

One thing I can say for sure. The Philippines is quite expensive compared to the average wage. It is very surprising how much all the little things add up to compared to other parts of Asia. That said, I would not hesitate to send my child to a local school here (for modest cost). The same cannot be said for the rest of Asia, unless you have big bucks to spend.

Tagaytay is cooler and a crowded place at weekends for Manila folk. As a place to live it has nothing of interest except restaurants, casino and fast food outlets. Very quiet during the winter months and you would need a fire for the chilly evenings. Our CRV doesn't have a heater and clearing the windscreen  early morning condensation is achieved with even colder AC!
Better to select a pleasant subdivision on the outskirts of larger city. Lipa has all the good things and large enough provide plenty of things to do and busy yourself with. Lipa is also slightly higher ground than the lowlands and doesn't suffer from flooding or the summer heat as much as other places. We enjoy San Pablo about an hour away from Lipa city but it has its limitations.

Tagaytay is a weekend destination by most Manila residents.  There are several restaurants coming up soon, spurned by the developments in the southern sections of outer Metro Manila.  Traffic is already bad, as this provincial roads are not capable of the influx in tourism. 
I would suggest for you to decide on a location with multiple access besides the main national road just in case youu get caught up in the traffic snarls.

We chose Tagaytay City as our top priority, however, when the lessor found out what our project was, they immediately raised the price for rent in hopes that they could cash in.  Oh well, Baguio City was calling on us.  Here we are now.  With only 3 months since soft opening (and Grand Opening still on August 30th), we are already getting our own parking problems as customers troop to our doors.  And, we don't even have a billboard sign or directional sign anywhere.

I like Tagaytay it is elevated so the weather is a bit cooler than Manila. The prices of the area is also rapidly rising these past few years. Depending on where in Tagaytay the price of rent can border from decently cheap to outrageously "are you insane you'd think we're in new york" expensive (looking at you Tagaytay Highlands).

Tagaytay is very pleasant and we enjoyed our shopping trips there from "Leisure Farms" where we had a large house on 1000 sq. mts. We did find that we were isolated at Leisure Farms, sure there were expats nearby and others a short drive away but it was TOO quiet for us. We loved the scenic subdivision with its bird life and beautiful club house and swimming pool but we had no visitors! All the inhabitants have their own way of life and we watched them drive passed on there way out every day........no one stopped to say hello. 
Life can pass you you making a retirement life on a place like this, similar to another chap we know who lives in a deserted subdivision near Lake Taal, lovely home and views BUT ...NO LIFE!  He pots around the house and drinks San Miquel each evening, worse thing is that his living standard is lowering, with shabby dress and scruffy environment. WASN'T ALWAYS LIKE THIS!!
Since moving to San Pablo we see people every day and can walk to most places in the city....indeed I can crawl to a hospital if need be on all fors!!!  Life for us has very much improved and I would strongly recommend that a retiree rent a place in the intended area of settling down and test the waters before spending money.

i have been reading the posts with interest ..seems to be tagatay is expensive ..where within the areas will it be cheaper ? we would love a view and higher elevation

I think they meant alveo or you can check nuvali; but these are really expensive subdivisions in my standard; try in silang near tagaytay; same climate, better location than what alveo and nuvali is offering and traffic is not as bad as in tagaytay; just be careful buying private land in tagaytay!

Salamat Cynthia! I don't intend on buying because I know a "Kano" can't own actual land in the PI... just a floor above it!  LMAO! It's like you can raise pigs in Israel unless they are on wooden pallets off the ground! So basically we are swine! ;)

I really don't want to live in Tagaytay proper and would rather be living on the outskirts in the "Burbs"... :)

There are rental places called Condotel! There are rooms for rent that are really cheap; actually, I bought a land in Silang and I noticed that there are places around the area that are being rented out for not too expensive price! As you are a foreigner, you need a Filipino to talk on your behalf and you better hide so that this lessor will not charge you more! Sigh I do admit things that are not really so straight forward here in the Philippines; do you have a budget in mind!; Silang has so many developments and it is easy to commute to Tagaytay City;

Thanks Cynthia!  Yes I know about "Kano" prices... ;)  I am working with a budget that allows about 14,000 PHP a month for rent...  Hopefully I could get a nice furnished 1 bedroom with internet, water etc included...
