Can a Paraguay Permanent Residence sponsor a brother

If I understand your question, you think that someone in Paraguay (family member, friend?) can somehow "sponsor" you in order to make arrival here possible or maybe residency possible.   If correct, you need to know that no one needs to be "sponsored" to start the residency process or get a visa here if  your nationality required you to have a visa to arrive here.    The residency process here is pretty easy and the same for all foreigners.   You can check out earlier posts on this forum and see many, MANY posts that lay out the requirements and the process.   Good luck!
