hi friend. you can get driving licence in romania but you will not find books to learn from English. if you know romanish no matter. it is with 26 question and you need to get 22 correct. i have done my test from english and i got driving licence in romania.

You must take lessons at a driving school and then get a complete physical exam at a medical center before you can get a license.

You will have better success if you learn the laws, not questions.
