If someone doesnt get $ 650 (by rent, pention or anyother means) , is there any alternative?
My friend is recently Widowed and although she gets a Pension but its far less than $650 .
What can be done

I doubt she could live on that amount anyway. As a couple we were asked to show $1500 US a month and we owned our house here. Friends who are currently renting were asked to show $2000 US a month. This is a reasonable amount and unless she plans to live in a very modest way with no car, no heat, etc. I doubt she could manage on less than $1000 US a month. Check numbeo.com to compare prices where you are with Montevideo. Inflation is around 10% a year at present here. I believe Ecuador is a lot cheaper.
