Hi , I came to dalian wid S1 visa since my spouse is already working here. I am looking for jobs in IT but they are asking me about my work permit. Simce I am on dependent visa can I still apply for work permit without any offer i hand

The S1 visa you're holding now are different with the working visa of Z in China. You may check up with the website of Foreign Affairs Administration in Dalian: http://www.gacrj.dl.gov.cn/. However many foreigners work here as a freelance without Z visa not for the formal company. Good luck.
