Welcome to Chennai.
Taxi charges would be around 500 rupees form Chennai airport to Velachery.
Once you come out of Baggage check in you can find Fast track where you can pre book the taxi, they are good taxi providers.
Obviously you need to take a visa to enter India
If you need only for your expenses like food and other drinks, you can hold a cash of 1000 INR per day in your wallet which is maximum for Single. and if you need to go for any places it depends.
