Where to get fingerprints in Vietnam?

Hi,
I am the representative of my son's wife (Vietnamese). We are putting together the file for her to immigrate to Canada (Quebec). Only one thing is missing: the fingerprints certification (Request by the RCMP). She went to her Provincial Police Office, to her hometown Police and to the Police where she has a temporary residence at the university, they simply won't do it. Why? They simply don't do this. Period.
Does anyone of you know where to go for this? It is frustrating because no government office will answer because unreachable. The only one office responsible for the Vietnamese immigration files is in Singapore, but their internet "automatic don't reply" says that if we don't have a file number (which is the case) they simply won't reply because they are too busy. And if we had, they won't reply before 30 days.
Maybe one of you had to go through this before.
Any help will be greatly appreciate.

I'm sponsoring my wife to Canada too, you can do your fingerprints at the IOM office in District 1, they charge about $80 for them though.

I found their website, I called and got an appointment.
