It should not.
New members roll in, send a load of spam PMs, get banned and we never see them again.
I've had PMs from gold diggers, prostitutes, male prostitutes and Nigerian princes, all wanting cash.

That's why it's there, and that's why it shouldn't be open to debate.

Instead of testing you better participate on several forums, including your local forum and share information to others.
