Hi Pup,
No, it isn't. Wish it were though! I have a partner working there and her contract only expires in 18 months.... The Angolan government even forbade the Israeli Ambassador, who is openly gay, to come to be deployed in Angola in 2010. Very homophobic country. Old laws still criminalize same-sex relationships and one can theoretically be imprisoned or publickly flogged....! Hope that helps.
