yes you can apply for the visit visa, all you need is to fill up the form online on
https://visa.mofa.gov.sa/FamilyVisitVisa/create

you need to attest it from chamber of commerce and there is a counter for MOFA in the chamber itself, just hand it over to them for the entry to their system. you will get your visa within few days.

There is no relation between saudi and UAE visit visas. Nor having one gives any advantage in gettng the other.

Do the visit visas get closed during the HAJJ period? I thought that happens only in MAKKAH , JEDDAH. I am new in Riyadh so I didnot know the same goes here..
