the salaries do seem to vary quite a bit...but again i am not in IT...are there are many expats again from india mostly in tech and IT jobs?

Yes there are I have one on my pc but I am Saigon at the moment.
But all are to be taken with a pinch of salt as they are produced to hammer workers in pay negotiations. And stats on earnings in Asia are always wrong/fiddled (often down but sometimes up). Real salaries include "commissions" and other cash earnings undeclared ...... same in all Asia including Saigon after talking to some businessmen here.
And Malaysia better watch out Vietnamese are smarter, harder working, more of them and paid a lot less!
