I guess you can use Facebook and alike to meet people. Also through work and activities.
I'm not an expat. but I would love to meet people who come from US and UK and always wonder how can I meet them

I think that the best way to meet people in Israel it just go to a pub/bar and start talkin to a group over a pine of beer.
Israelis are friendly and god knows how much they love foreign people and immigrants
