Go to any cultural event, concerts, art shows. Join an established group of volunteers, the humane society (if there is one in your area), choose a church and get active in the community. Belizeans are very friendly and contact is easily made, anywhere you are, even in a shop, there is always time for chat; expats are usually happy to hang out with you and tell you about their experiences. Friendships will grow with time ...
