From my friend in Kabul:
"I have road tested the Dongle and the Voice Call SIM.
1. Dongle: works perfectly. Af950 gets you 5GB (double what I got from Roshan).
2. Voice Call SIM: Af0.05/minute
If interested, bring your Passport and a photo. AfTel outlet is just up the road in Qala i Fatulah."
