City is good, traffic is less...Khobar and Dammam are 10 mins away...Enjoy...Don't take tensions about school and all...3 cities are inter connected within 15 mins of each other....
Donno about your package whether its less or not as you haven't mentioned your years of experience...
BTW 20k is way good for a normal lifestyle

Dhahran is nice city , near to Dammam - Khoubar , schooling no issue , many options ,, you may visit , Bahrain, Qatar , UAE but Makkah & Madinah are away so you have to plan if visiting these two holy places
